City Lien Searches

The City of Astoria provides electronic access to the city's interests against real property pursuant to ORS 93.643.  Reports are provided through the internet service Conduits which is operated and support by Net Assets Corporation.

The Conduits TM reports are requested and provided to title companies, search agencies, escrow agents and other real estate professionals as part of a real estate transaction.  If you are associated with such an organization, access can be obtained through your company's authorization or by creating an authorization for your company.

If you need to set up a new authorization using Conduits TM please contact Net Assets Corporation at (541) 485-8876 or by email at support@nassets.com.

The cost of a report is $ 20.00 and may include but is not limited to information about Utility Billings, System Development Charges, LIDs, Transient Room Tax, Court Assessments and Loan Program Notifications.  The cost includes the initial search and up to 6 updates within 60 days of the initial search.

Every effort is made to keep the lien docket up-to-date, however verification of the final pay-off amount is encouraged by contacting the City directly at 503-325-5821. This is especially true for liens containing an interest component.

Online Bill Pay

Online bill pay offers: ability to pay utility billings online with a credit card or electronic check; 24/7 account access; ability to view bills online; convenient, paperless statements via email. It's so convenient - no checks, no stamps, no hassles. And, it's free! To pay online click on the Pay My Water Bill page. Click the first link: "Pay Utility Bill Online". New Users will need to register for this service and create a user account. Automatic payments can also be set up online.  The automatic payment will be deducted from a checking or savings account or charged to a credit card on or about the 12th of the month that the payment is due. The E-Z Pay program will continue to be offered, so if you are already signed up through E-Z Pay these automatic payments will continue. The E-Z Pay program automatic payments will be processed on or about the 8th of the month that payment is due.
