A recent grant opportunity has enabled the Astoria and Seaside libraries to fund Libraries ROCC (Rural Outreach in Clatsop County), a program designed to extend library services to any "out-of-town" children who do not have access to a tax supported library.
How does a child get a library card?
Visit the library of your choice and fill out an application! For children 17 and younger, a parent or guardian needs to complete the application. Applicants must show photo identification and proof of address. Please contact your library for specific ID requirements.
Who is eligible for a Libraries ROCC card?
Clatsop County residents ages birth through high school who are not served by a tax supported library can sign up for a fee-free library card.
Preschool children, homeschoolers, public, private and alternative school students, and GED students living outside library service areas are all eligible for Libraries ROCC cards.
Who is not eligible for a Libraries ROCC card?
Children living within the city limits of Astoria, Seaside, and Warrenton are eligible for tax supported library cards from their local libraries, and therefore may not apply for Libraries ROCC cards.
Will I be able to use my library card at both Seaside and Astoria libraries?
You may use your card only at the issuing library. However, Astoria and Seaside libraries will share their collections through interlibrary loan, and all library card holders will be able to take advantage of this aspect of the grant.
When will my card expire?
Library cards are valid for one year from the date they are issued. If the libraries receive additional grant funding, you will be able to apply for another year of fee-free library service.
In what ways will this service continue when the grant funding is completed?
Ultimately, local funding will have to be found to continue these services. The directors of both the Seaside and Astoria libraries believe deeply in the power of the library card to enrich the lives of children and families. The grant provides the opportunity to demonstrate that power to families in Clatsop County who may then advocate for tax supported service.
