Mandatory Prequalification for Bidding Public Improvement Projects (Resolution 06-07)

The City will not consider a bid from an entity that is not prequalified if the solicitation document indicates prequalification is required. Prequalification applications and references must be submitted complete no less than seven (7) working days prior to a bid opening. Bidders may be prequalified by the Oregon Department of Transportation (ODOT) or the City of Astoria. 

If a bidder is currently prequalified by ODOT to perform contracts, the bidder shall be rebuttably presumed prequalified to perform similar work for the City. To verify prequalification status and class(es) of work, visit:

If a bidder is not currently prequalified by ODOT or DAS, the applicant may apply directly to the Public Works Department by submitting a Contractor's Pre-Qualification Application & Reference Form, which may be found at the links below.  The complete application form may be downloaded and submitted via email (engpermits@astoria.gov) or by mail/in-person (City Hall, ATTN: Engineering Division, 1095 Duane St., Astoria, OR 97103). Please note: a new applicant, prequalified applicant who wishes to add a new class or classes or work in which they have not been previously prequalified, or an applicant whose company's prequalification has lapsed for longer than six (6) months must provide at least three (3) references for each new Class of Work. If a bidder is currently qualified through the Public Works Department, the bidder may renew their prequalification by written request if the information and conditions provided with the application have not changed. Uninterrupted prequalification is contingent upon favorable action on the application.

Per the application form, applicants currently qualified via the City of Astoria may renew their prequalification by written request if the information and conditions provided with the application have not changed. Uninterrupted prequalification is contingent upon favorable action on the application. A prequalification may be revoked under the provisions of ORS 279C.430(4).

Within thirty (30) days of receipt of the prequalification application, you will receive notice as to whether the application was approved and for what classes of work. An approved application is valid for one year from the date of the notice of approval. If the applicant is not found qualified, the notice will specify reasons under ORS 279C.375(b).

If there is reason to believe there has been a substantial change in the condition of the prequalified person, the prequalification may be revised or revoked per ORS 279C.480(4).

Per ORS 279B.125 and 279C.455, any applicant who wishes to appeal a decision shall, within three (3) business days after receipt of notice of disqualification, notify the Public Works Director, City Manager or City Council, acting as the local contract review board, that the applicant appeals the disqualification and demands a hearing.
