FILLING COUNCIL VACANCY - Ward 4


Overview: 

  • October 6, 2025: Councilor Lump announced his resignation from City Council, representing Ward 4, effective November 1, 2025. Link to Meeting Recording.
  • October 20, 2025: Per City Charter (section 4.9), the Astoria City Council had to decide how to fill vacancy, either through an appointment process or through an election. The Astoria City Council decided to fill the vacancy by an appointment method. Link to Meeting Recording.
  • October 22, 2025: The Astoria City Council held a special meeting to adopt a process and procedures  for the appointment process. Link to Meeting Recording.

Appointment Process

The Appointment Process is comprised of the following components.

Application:

Applications are open to fill the vacant Ward 4 seat on City Council. Interested applicants must meet the following requirements:

  • Be a registered voter
  • Be a resident of the City of Astoria since June 1, 2025 AND be a resident of Ward 4. Ward 4 Map

Physical copies of the form are available as well to be picked up from the City of Astoria's election officer at City Hall.

All applications will need to be submitted in-person to: Election Officer, Finance Department, 1095 Duane Street, Astoria Oregon, 97103.

Candidate Town Hall in Ward 4

The City will hold a town hall for candidates on November 19, 2025. This is an optional item for candidates, but it is strongly encouraged that they attend. More information to come regarding this meeting.

City Council Interview & Voting Process

The Astoria City Council will hold candidate interviews during their December 1, 2025, Council Meeting. Interview order for candidates will be random. The interview questions will be shared with the candidates no later than Wednesday, November 19, 2025. 

After interviews Council will open up the meeting for public comment regarding the candidates.

If the City receives more than two candidate applications, the Astoria City Council may need to develop a voting process to narrow down candidates to two. If needed this voting process will be determined at the November 17, 2025, Council Meeting. Council will decide during the December 1, 2025, Council Meeting who will be the candidate to fill the Ward 4 position. That candidate will get sworn during that meeting to serve the remainder of the term as Councilor for Ward 4.
