NOTICE OF RECEIPT OF BALLOT TITLESPublish pursuant to ORS 250.275(5a)CITY OF ASTORIANotice is hereby given that the following ballot titles have been filed with the City Elections Officer for measures referred by the City of Astoria to be submitted to the voters at the November 3, 2026 General Election. Pursuant to ORS 250.275 (5a) these a notice of receipt of ballot titles will be published in the newspaper on July 21, 2026. An elector may file a petition for review of any of these ballot titles in Clatsop County Circuit Court no later than 5:00 p.m. on July 30th, 2026 pursuant to ORS 255.155.An elector filing a petition with the circuit court must also file written notice of that filing with the City Elections Officer, City of Astoria, 1095 Duane Street, Astoria OR, 97103, no later than 4 p.m. the next business day following the day the petition is filed with Circuit Court. Measure No. 1Caption: Increases Council Size, Clarifies Residency Requirements and Effect of Vacancy.Question: Shall the Charter provide for election of two at-large and four ward Councilors and revise Council residency requirements?Summary:This measure amends Sections 3 .1 and 3 .2 of the City Charter. The measure would provide for a City Council consisting of a Mayor, two Councilors elected at large, and four Councilors elected from wards established by ordinance. The measure would provide that, after adoption, one at-large Councilor and two ward Councilors are elected at each general election to four-year terms.At the first election following adoption, two at-large Councilors would be elected. One would serve a two-year term, and one would serve a four-year term to establish staggered terms. The measure would also clarify residency qualifications. Ward Councilors would be required to reside in the ward they represent. At-large Councilors would be required to reside within the City. A Councilor who no longer satisfies applicable residency requirements would forfeit office and the position would become vacant.The measure also removes language describing the effect of vacancies on Council membership.Measure No. 2Caption: Requires Council Approval of Mayor's Appointments and RemovalsQuestion: Shall the Astoria City Charter require Council approval before the Mayor appoints or removes committee members and other appointees?Summary:This measure amends Section 5.1 of the City Charter. Currently, the Mayor appoints members of Council committees and other persons required by the Council to be appointed. The Mayor may also remove those appointees.The amendment would require the advice and consent of the City Council before the Mayor may appoint members of Council committees or other persons required by the Council to be appointed. The amendment would also require the advice and consent of the Council before the Mayor may remove those appointees.The measure shifts appointment and removal authority from the Mayor acting alone to a process requiring approval by the City Council. Other duties and powers of the Mayor and Council would remain unchanged.Measure No. 3Caption: Revises Charter Provisions Regarding City Government AdministrationQuestion: Shall Astoria City Charter provisions governing vacancies, appointments, city administration, municipal court, and city attorney be revised?Summary:This measure amends multiple provisions of the City Charter.The measure revises quorum and vacancy procedures by allowing remaining Council members to fill vacancies even when Council membership falls below a normal quorum. It creates procedures for appointing temporary Council members.The measure updates provisions governing the City Manager, including qualifications, duties, authority, appointment, removal, and restrictions on interference by Council members in administrative matters.The measure revises provisions governing the Municipal Court and Municipal Judge and authorizes appointment and removal of Municipal Judges Pro Tern.The measure creates a definition for the office of City Attorney and provides that the City Attorney is appointed and may be removed by a majority of the Council.Other conforming and clarifying amendments are included.
