Complaint Confidentiality

Enforcement records are public; however, the identity of a complainant is exempt from disclosure under Oregon public records law (“information submitted in confidence”).

The City will only disclose a complainant’s identity if required by a valid court order or if the individual is a necessary witness in an enforcement case. Records that do not identify the complainant may be released.

What We Do Not Enforce

The City does not intervene in private civil matters, including:

  • Boundary, fence, or property line disputes
  • Tree or vegetation encroachment
  • Drainage or grading conflicts between private properties
  • Other disputes that do not affect public health or safety

When appropriate, staff will provide available resources or referrals.

Correcting Violations

Most violations are handled through voluntary compliance. Responsible parties are typically given a reasonable timeframe to correct the issue.

If compliance is not achieved, the City may take formal enforcement action.

Landlord-Tenant Disputes

Disputes between a landlord and tenant are a civil matter in which the City of Astoria cannot become involved. Tenants should obtain legal counsel if they believe their tenant rights are being violated. For assistance, go to Oregon Law Help Website or call 503-648-7723.

Clatsop County Environmental Health hosts free collection events for certain household hazardous wastes.
