Public Notice: Water Service Line Inventory Complete

The City of Astoria has completed a water service line inventory as required by the U.S. Environmental Protection Agency (EPA) under the Lead and Copper Rule Revisions (LCRR), which mandates all water systems to identify any lead service lines by October 16, 2024. We are pleased to report that no lead service lines were found.

Over the past year and a half, the City has been working diligently to identify the materials of both public and homeowner-side service lines. This inventory included:

  • Public-side service lines – from the water main to the water meter.
  • Homeowner-side service lines – from the water meter to the point where the plumbing enters the home.

The following methods were used to complete this inventory:

  1. Historical Record Review: Examining city records from past work on water meters, which often recorded the pipe material connected to the meter.
  2. Field Observations by Utility Staff: Utility staff documented pipe materials during regular maintenance, leak repairs, and meter readings, repairs, or replacements.
  3. Statistical Sampling: For locations without recorded pipe material data, a randomized sample of 351 homes and businesses was selected. At these locations, both public and homeowner-side service lines were examined for pipe material. Based on this representative sample, we have a 95% confidence level that there are no lead service lines in our system.

The inventory was submitted to the Oregon Health Authority on October 4, 2024, in full compliance with the LCRR requirements.
