The City of Astoria is utilizing the Sole-Source Procurement method as allowed by City Code to purchase the following Goods or Services & Personal Services:
Chlorine Gas, 1-Ton Tanks
Vendor/Contractor:
JCI Jones Chemical, Inc.
Reason for Sole-Source:
Staff have determined that JCI Jones Chemical, Inc. is the best available source to provide chlorine gas in 1-ton tanks due to the following reasons:
- Chlorine gas, delivered in 1-ton tanks, is severely limited in the Pacific Northwest. There is only one vendor within 250 miles of the city's storage facility that provides that option. The next closet vendor is in Sacramento, CA, more than 700 miles away.
- Engaging an alternative provider would result in significant logistical risk and higher overall costs due to greater travel distances (e.g. the next closest provider is in Sacramento, CA). Accordingly, the use of a sole source procurement method is justified under the principles of efficiency, risk mitigation, and value for money.
- After thorough market research and evaluation, only one source can meet the essential specifications, delivery timelines, and performance standards required without significant compromise to quality and continuity of service.
Protests:
An affected person can protest this award by delivering a written protest to the Public Works Director within ten (10) days of this public notice – City Hall, 1095 Duane St., Astoria, OR 97103, or email a written protest to jharrington@astoria.gov. Protests will follow the guidelines outlined in the Astoria Procurement Code 1.969.
