REQUEST FOR PROPOSAL - CUSTOMS HOUSE WORKFORCE HOUSING DEVELOPMENT OPPORTUNITY

The City of Astoria is seeking a qualified development partner to redevelop the City-owned Customs House property into a permanently affordable workforce homeownership project.

 

This Request for Proposals (RFP) builds on prior City Council work and community discussion regarding the future of the site. The City is advancing a focused, site-specific opportunity intended to expand attainable homeownership options for working households while ensuring compatibility with the surrounding neighborhood and Astoria’s historic character.

 

Through this effort, the City aims to leverage publicly owned land to support a financially feasible, well-designed housing development that provides long-term community benefit. Respondents are expected to demonstrate a clear and realistic path to project delivery, including thoughtful site planning, durable affordability, and an understanding of local context.
