SOLE SOURCE PROCUREMENT NOTICE

 

The City of Astoria is utilizing the Sole-Source Procurement method as allowed by City Code to purchase the following Goods and Services:

 

 7th – 11th Street Cathodic Protection System Repairs

 

 Vendor/Contractor:

 Norton Corrosion Limited, LLC


Reason for Sole-Source:

Staff has determined that Norton Corrosion Limited, LLC is the best available source to provide cathodic protection system repair services due to the following:

  • Unique Capabilities: This procurement is being pursued as a sole source due to the specialized nature of cathodic protection system design and repair in a marine environment. Norton Corrosion has demonstrated expertise in delivering corrosion protection systems that perform reliably under harsh tidal and environmental conditions.
  • Compatibility Requirements: The proposed repairs must integrate with existing CP infrastructure, including anode sleds, junction boxes, and system wiring. Norton Corrosion has already evaluated the existing systems and developed site-specific repair designs, ensuring compatibility and minimizing risk of system failure or inefficiencies.
  • Technical Expertise: Norton Corrosion employs personnel certified by the Association for Materials Protection and Performance (AMPP/NACE), and has specialized experience in cathodic protection system installation, commissioning, and testing. This level of expertise is required to properly diagnose deficiencies, design appropriate upgrades, and ensure system performance.
  • Prior Project Experience / Site Familiarity: Norton Corrosion has already performed system testing and evaluation of the subject bridges and developed preliminary designs for the recommended repairs. This familiarity with site conditions, including tidal influences and environmental constraints, is critical to successful project delivery.
  • Risk and Efficiency Considerations: Engaging an alternative provider would introduce significant technical risk, including potential incompatibility with existing systems, improper installation, and failure to achieve adequate corrosion protection. This could result in additional costs, delays, and continued degradation of critical infrastructure.
  • Market Research: Staff evaluated available contractors and determined that there are very few firms in the Northwest with the specialized expertise required for this work. No other contractor within a reasonable proximity was identified with comparable qualifications, availability, and site-specific experience. A previous non-local contractor installed systems that are partially functional and not well-suited to Astoria’s environmental conditions, further demonstrating the limited pool of qualified providers.

Protests:

An affected person can protest this award by delivering a written protest to the Public Works Director within ten (10) days of this public notice – City Hall, 1095 Duane St., Astoria, OR 97103, or email a written protest to pwadministration@astoria.gov. Protests will follow the guidelines outlined in the Astoria Procurement Code 1.969.
