Notice of Public Hearing: Street Vacation Proceedings

The City of Astoria hereby issues a public notice, pursuant to ORS 271.110, that the City has initiated proceedings to vacate portions of the 20th St., 22nd St. and Franklin Ave. rights-of-way adjacent to Columbia Memorial Hospital at 2111 Exchange St.  An exhibit map is included below and the right of way is described as follows: 

A portion of the 20th Street right-of-way lying between the southerly right-of-way of Franklin Avenue and approximately 7.5 feet northerly of the southerly line of Lot 1, Block 12, Shively’s Astoria, and adjacent to Lots 1, Block 12 and Lot 6, Block 11, Shively’s Astoria; and

A portion of the 22nd Street right-of-way lying between the southerly right-of-way of Exchange Street and the northerly right-of-way of Franklin Avenue, and abutting Lots 6 through 11 of W.S. Kenny’s Subdivision and Block 141 of Shively’s Astoria; and

A portion of the Franklin Avenue right-of-way lying between approximately Lot 9, Block 111 and extending easterly to Block 141 of Shively’s Astoria, including adjacent parcels described in Clatsop County Deed Records, and bounded generally by the intersections with 22nd Street and adjoining platted lots.

A public hearing to receive comments regarding the proposed vacation proceedings is scheduled for 6:00 PM on June 1, 2026, at Astoria City Hall.

Written comments regarding the proposed vacation of portions of the unimproved rights-of-way must be received prior to the public hearing in order to be considered.
