SOLE SOURCE PROCUREMENT NOTICE

The City of Astoria is utilizing the Sole-Source Procurement method as allowed by City Code to purchase the following Goods and Services:

17th St. Dock Wave Wall Repairs

 Vendor/Contractor:

Bergerson Construction

Reason for Sole-Source:

Staff has determined that Bergerson Construction is the only known contractor within a reasonable proximity with the necessary equipment and experience to complete these repairs for the following reasons:

• Specialized Equipment: The repairs require a crane barge and associated equipment to safely and effectively complete the work. Bergerson Construction is the sole contractor known to City staff within the area that provides this service with the necessary equipment.
• Experience and Knowledge of Existing Structures: Bergerson Construction completed the reconstruction of the 17th Street Dock and has performed previous repairs on both the dock itself and the adjoining floating dock. This experience has given them specialized knowledge of the unique design of the structures, which will help facilitate the proposed repairs and may result in cost savings.
• Availability of Qualified Contractors: City staff is not aware of any other contractor within a reasonable proximity that possesses the same combination of specialized equipment and experience necessary to complete the repairs.

Protests:

An affected person can protest this award by delivering a written protest to Public Works Adminstration within ten (10) days of this public notice – City Hall, 1095 Duane St., Astoria, OR 97103, or email a written protest to pwadministration@astoria.gov. Protests will follow the guidelines outlined in the Astoria Procurement Code 1.969.
